生卒年、籍贯皆不详。一作潘诚，又作潘成。与诗人喻凫有交往，当是文宗时人。凫《送潘咸》诗云：“时时赍破囊，访我息闲坊”，则咸当为一贫寒士子。事迹散见《唐诗纪事》卷六三、《直斋书录解题》卷一九。能诗，张为《诗人主客图》将其列为“清奇雅正主”之及门，并称引其“僧老白云上，磬寒高鸟边”、“栈踏猿声暮，江看剑影秋”等句。《直斋书录解题》著录《潘咸集》1卷，已佚。《全唐诗》存诗6首、断句若干。《全唐诗续拾》补诗1首。
