（1140—1204）建宁建安人，流寓湖州，字起严，号东塘居士。孝宗隆兴元年进士。授溧阳主簿。历知池州、衢州、平江府，入为吏部尚书兼侍读。宁宗嘉泰三年，同知枢密院，进参知政事。罢以资政殿学士知镇江府。奉祠致仕。学问淹博，其疏奏多切时弊，诗文格调清新。任四川安抚使时，尝命属官辑蜀中诗文为《成都文类》。有《东塘集》。
